Driver’s Licenses and Identification
To get a driver’s license, you must meet your state’s requirements and have the necessary documents to score enough points. In most states, licenses are issued at the DMV (Department of Motor Vehicles) or DOL (Department of Licensing).

Washington
1. Register at secure.dol.wa.gov/home/
2. Get your WDL - Washington Driver Number - secure.dol.wa.gov/home/newDriver.aspx
3. Prepare for the exam. Download the rules in Russian
4. Enroll in a driving school for the written test. Search Driving School in Google Maps. Popular school: 911drivingschool.com/. Theory usually costs $20-$30, unlimited attempts, passing score 80/100.
5. Enroll in driving school for the driving test.
6. Make an appointment at DOL to get your license - www.dol.wa.gov/appointments/index.html
After passing theory, you get a Learner Permit (drive with experienced driver). After passing driving test, you get a full license valid for 5 years.
7. To register your vehicle, go to Auto Licensing.
If you are not going to drive or did not pass exams, you can get an ID at DOL - www.dol.wa.gov/. Temporary ID issued immediately, plastic card arrives by mail in 2-3 weeks.
California
California has 2 types of licenses: Real ID (valid until your status expires, I-94 or work permit) and AB60 (valid 5 years for undocumented immigrants).
- Get AB60 DL at DMV - www.dmv.ca.gov/portal/driver-licenses-identification-cards/assembly-bill-ab-60-driver-licenses/. Fill out online form via Start Application, create account, get application number, and show it to the operator.
Theory test taken on the same day, Russian available. Driving test (behind the wheel) by appointment only after theory test.

New York
Online theory test: dmv.ny.gov/driver-license/get-learner-permit. Choose Standard Permit -> Begin -> I have never been issued a Social Security Number. Upload all documents. Exam: 50 questions, 10 mistakes allowed. After passing, schedule appointment for Learner Permit.
Illinois
If you have I-94, you can get TVDL as a "lawful resident". List of documents: here. If no documents, must live 1 year in IL.
