Non-work SSN without EAD
What you need to do:
1. Go [or call during quarantine] to DSHS/HRA/DSS (so-called welfare) and request assistance in the form of food stamps.
2. Usually, to receive food stamps or cash benefits, they will ask for your SSN or a document from the Social Security Administration showing that you are not eligible for a work SSN. You need to ask DSHS/HRA/DSS to make an official request for a non-work SSN on your behalf.
In Washington state, this request is called:
DSHS LETTER REQUESTING NON-WORK SSN

In California, Sacramento:
SC 194 B (Rev. 12/00)
In Los Angeles:
PA4013 (07/09) or MC 194 07/12
3. Wait until this request is signed and you receive the original letter.
4. With the form, go to the Social Security Administration and request a non-work SSN or NOT VALID FOR EMPLOYMENT SSN.
Documents needed for this:
- Proof of identity (passport, State ID, Driver License)
- Proof of age (passport, birth certificate)
- Proof of immigration status [Paroled] (i-94 or other DHS documents)
- Official request from DSHS/HRA/DSS for a non-work SSN to receive benefits
If no appointment is available, you can send form SS-4 by mail.
This SSN can be used for any purposes except employment. The number will remain yours for life, and you can replace the card once you receive work authorization.
