Therefore, you must first file Form I-589.
If you have already filed Form I-589 and 150 days have passed, you may file Form I-765.

How to obtain an SSN?
Since spring 2025, SSNs are no longer issued automatically with EAD cards. You must visit a local SSA office and submit Form SS-4. Additional verification may take 2-3 months.
